Dear Alderman Solis, Alderman Balcer and Commissioner Dempsey,

Thank you for meeting with community representatives from the Coalition for a Better Chinese American Community (CBCAC) and local school councils to discuss plan for the building of a new public library in Chinatown.
I would like to particularly thank Alderman Solis and his office for coordinating and inviting Alderman Balcer and Commissioner Mary Dempsey to the meeting.

The meeting that was held on October 18, 2010, was called specifically to get the feedback from the Chicago Public Library on the three potential library sites identified by the community.  It also represents a pivotal point of the community's quest for something central to our core value - our passionate attitude toward learning.

I give credit to Alderman Solis for first sharing a vision of a new library more than three years ago.  Active participation and advocacy of leaders of Local School Councils and PTAs in the past months helped put the item on the forefront of community agenda.  I consider this moment a pivotal point of our quest for a new library, because, as I pointed out at the meeting, it seemed clear that we had achieved a consensus among our aldermen, the CPL and the community as to the merit of a new library.  We no longer need to go back to justify why Chinatown deserves a new library.  Our task forward is to make it a reality.  We are all on the same page of the same agenda.

At the meeting, Commissioner Dempsey expressed her reservation about the 25th Street/Wentworth site, citing concerns about accessibility and location right next to expressway, etc.  She indicated her preference for the site at the SW Corner of Archer and Wentworth, which she considered fitting the criteria of CPL of a central location with high visibility which could serve as a focal point and anchor of the community.  She envisioned a new Chinatown Library of no less than 16,000 sq ft.

Community members expressed safety concern about school children crossing major intersections with extremely high traffic.  Alderman Solis and Commissioner Dempsey both indicated the process of designing and building a new library will necessitate the redesign and reconfiguration of traffic and safety measures in the whole surrounding area.

Community members questioned whether the library would be part of a major development project that might take years or decades to materialize.  Alderman Solis stated if the community indicated its support for this site, he would immediately begin the process of negotiation for the purchase of the land.  Commissioner Dempsey stated the CPL could proceed with the building of the library independent of the progress of the rest of the development.  Alderman Solis believed the library could happen in two years.  The community group believed that would be a best case scenario.  Commissioner Dempsey was committed to moving ahead but could not set a time frame.

Immediately after the meeting, we began to seek feedback from three Principals of the local schools - Haines, St Therese and Pui Tak, and leaders of LSC and PTA who in turn set out to seek inputs from engaged parents.   Leaders of CBCAC organizations including Chinatown Chamber of Commerce, Chinese American Service League, Pui Tak Center and Chinese American Civic Council were present at the meeting.

The community coalition group reiterated the concern for safety, but accepted the explanation that the library planning process would include considerations for major improvements of traffic and pedestrian safety in the central commercial area of Chinatown.  The group requested that the community be informed and updated constantly and continually on measures being contemplated or implemented.

In conclusion, the community coalition group, representing major service organizations and educational institutions in the Chinatown community, after consultation with community members, unanimously endorses Alderman Solis and Commissioner Dempsey's proposal to build a new Chinatown Library at the Archer/Wentworth site.  It is our understanding that upon such endorsement, Alderman Solis will immediately begin the procedure to secure the land while at the same time working on other necessary steps to build the library.

We sincerely thank Alderman Solis, Alderman Balcer and Commissioner Dempsey for their unwavering commitment and support to the Chinatown community and to the library project.
